Grok, the AI chatbot from Elon Musk's xAI, has barely registered in the U.S. government's use of artificial intelligence. A Reuters review of more than 400 government AI deployments found Grok or xAI named in only three instances. Each involved basic tasks like drafting documents or managing social media.
Missing From the Record
The low count undercuts Musk's narrative that Grok is a serious contender in the AI race. xAI has positioned the chatbot as a truth-seeking alternative to mainstream models. Yet federal agencies, which are major technology buyers, have largely ignored it.
Reuters examined records from across the federal government covering 2025. The three mentions of Grok were for low-level functions. No agency used Grok for complex analysis or decision-making. The chatbot did not appear in any high-profile AI projects. None of the uses involved the advanced reasoning Grok is marketed for.
Why This Matters
Government contracts can validate AI products and drive revenue. Grok's absence signals a lack of trust or practical value. This matters because Musk has made Grok central to xAI's growth story, which he has linked to a potential SpaceX public offering that could be the largest in history. If Grok cannot win basic government business, investors may question its commercial prospects.
The findings also highlight a competitive gap. Rivals like OpenAI's ChatGPT and Anthropic's Claude have secured significant government work, including with agencies like the Department of Defense and NASA. Grok's poor showing suggests xAI is struggling to break into a key market.
Can Grok Recover?
xAI has not publicly addressed the Reuters report. Musk has promoted Grok heavily on X, the platform he owns. But government adoption requires more than social media buzz. Agencies demand reliability, security and compliance. Grok may need to prove itself on those fronts before it can compete.
For now, the government AI market remains dominated by established players. Grok's near invisibility in federal records is a warning sign for xAI as it tries to turn hype into real-world impact.
