The European Commission and the SpaceRISE consortium signed an implementation agreement in December, pushing Europe's IRIS² satellite constellation into full deployment. The expanded network will now include 348 satellites, with first launches scheduled for 2029, according to the official announcement.
Europe's Strategic Satellite Push
The implementation agreement adds 66 satellites to the baseline design, bringing the total to 330 in low Earth orbit and 18 in medium Earth orbit. The European Commission said the revised architecture will deliver 60% more secure governmental communications capacity within the European Union and 54% more globally. The 66 new spacecraft will operate in higher low Earth orbit and include enhanced security features.
SpaceRISE, a consortium of European satellite operators SES, Eutelsat and Hispasat, is building and operating the system under a public-private partnership. Manufacturers including Airbus Defense and Space, Thales Alenia Space, OHB and Aerospacelab are providing the hardware. The European Space Agency is also a key partner in the project.
How IRIS² Differs From Starlink
IRIS² is often described as Europe's answer to Starlink, but the two networks serve different primary purposes. Starlink is a commercial broadband service operated by SpaceX, selling internet access to consumers worldwide. It now also offers satellite-to-phone connectivity through Starlink Mobile. IRIS², on the other hand, is a government-focused constellation built for sovereign control.

The European Union wants a system that remains available when terrestrial networks fail or when access to foreign-operated satellite systems becomes politically risky. That need for strategic autonomy drove the decision to expand the constellation and accelerate the timeline.
Why This Matters
For European governments, IRIS² means a secure, independent communications channel that cannot be cut off by external actors. The network will support emergency response, critical infrastructure protection and military missions. For citizens, some capacity will be reserved for areas with poor terrestrial coverage, though the primary focus remains government use.
The expanded constellation also signals a shift in European space policy. The European Union is investing heavily in sovereign infrastructure, with the European Space Agency playing a central role. Member states are committing significant funds: Poland pledged €656 million, Hungary €500 million and Spain up to €2 billion. This level of investment shows that Europe views satellite communications as a matter of strategic priority, not just commercial opportunity. The project's success could reshape the balance of power in the global satellite industry, reducing dependence on Starlink and other non-European providers.
